| 摘 要： | 创新驱动、转型发展,建设自主创新型城市经济、全球首位型城市经济,是"十二五"时期乃至未来上海在更高起点上推动科学发展的战略抉择和必由之路,贯穿于上海经济社会发展各领域和全过程。从20世纪90年代以来,在海外华侨华人推动下,尤其是海外华侨华人新一代、由海外留学人员和投资移民等构成的新华侨华人推动下,海外华侨华人经济已经转型投资高新产业、扩展跨国经营和依靠人才创新,并正在加速转型。海外华侨华人将是推动上海改革开放30年后向创新型、全球型城市经济转型的先锋队和重要力量。创新引导、鼓励和支持海外华侨华人参与、促进上海向创新型、全球型城市经济转型,是上海"十二五"时期乃至未来一个重大战略任务、力量和途径。

| Abstract: | The overseas Chinese,especially the new generation,which consists of returned talents and investment immigrants,will become the pioneer and major force to drive the transformation of innovation and the global metropolitan economy of Shanghai after 30 years′ reform and opening up.To guide,encourage and support the overseas Chinese to participate in the economic transformation of Shanghai as an innovative and international metropolis is a major strategic task and map route during the 12th Five-year Plan period. |
