| 摘 要： | 治安管理处罚法在治安管理处罚条例的基础上,对违反治安管理的行为及其处罚作了详细的规定,其处罚程序更加具体化、明确化和合理化。处罚法基本上实现了维护秩序、保障权利和规范权力的立法目的,做到了保护私权与规范公权的统一。

| Abstract: | Based on the penalty regulations of public security management,the penalty law of public security management has made detailed stipulations for acts which violate the public security management and its penalty,and the penalty procedure has become more concrete,explicit and reasonable.The penalty law has achieved legislative aims of maintaining public order,of guaranteeing and standardizing rights,and unified protectiong of private rights and standardizing public rights. |
