It is obvious that the value direction of contemporary public administration function transform aims at societal harmony through probing into the characteristics of modernity and post-modernity of western public administration.That is the regularization to the value of public administration practice in our country from macroscopic level,also is obedience to the direction of indwelling value in the tide of worldwide administrative reform,i.e.offering the precondition of public administration practice for societal harmony.
