广西建设沿海发展新一极的思考

2009年12月《国务院关于进一步促进广西经济社会发展的若干意见》,明确提出把广西建设成为我国国际区域经济合作新高地、沿海经济发展新的增长极及和谐稳定模范自治区。这标志着广西战略地位已经从国内区域性向国际战略性转变。文章论述了中央对建设广西沿海发展新一极采取的五个方面的政策,指出这些政策出台的背景是全面实施国家向南发展战略的需要和广西具有建设沿海发展新一极的有利条件以及边疆民族地区和谐稳定的需要,并对发展的关键环节进行了探讨。

On Building Guangxi as a New Growth Pole in Coastal Areas

In ＂Some Opinions of the State Council on Further Accelerating the Development of Economy and Society in Guangxi ＂approved in 2009,Guangxi was proposed to be built as a new platform for the regional economic cooperation between China and the ASEAN,a new growth pole for the development of Chinese coastal areas and an example of harmonious and stable autonomous region,which means Guangxi＇s position has changed from a domestic and regional one to an international and strategic one.In this paper,the authors make a study on the five policies approved by the State Council to build Guangxi as a new growth pole in coastal areas;and point out that the background of these policies includes the state＇s strategy of development towards south and the need of harmonious and stable development in border areas as well as the advantages Guangxi has;further more,the authors probe into the key link of building Guangxi as a new growth pole.
