中菲“美济礁”争端

“美济礁”问题是中国和菲律宾两国关系中最为敏感的因素 ,今年 5月 2 5日菲律宾军舰在美济礁附近海域撞沉中国渔船以后 ,两国关系骤然紧张。本文通过大量的事实 ,论述以下几方面的问题 :1.菲律宾对美济礁提出领土要求的过程 ;2 .从国际法的角度阐述美济礁主权归属我国是不容置疑的事实 ;3 .分析菲律宾在美济礁争端上所采用的外交策略 ;4 .中菲两国对美济礁问题的态度。在这些事实的基础上 ,笔者认为菲律宾政府在美济礁问题上挑起事端是一种缺乏远见的行为 ,只有维护美济礁及其附近海域的稳定才符合中菲两国的长远利益。

The Meiji Reef Dispute

The Meiji Reef dispute is among the most sensitive factors in Sino-Philippine relationship.In May 25,1999,a Philippine warship crashed a Chinese fishing boat and thus suddenly increased the tension between China and the Philippines.In this article,the author intends to illustrate the following facts through various materials:1.The process of the Philippine government to raise the territorial claim;2.According to the International Law,undoubtedly the Meiji Reef belongs to China;3.Analyse Philippine diplomatic tactics about this dispute;4.The different attitudes to Meiji Reef dispute between Chinese government and Philippine government.Based on the above-mentioned analysis,the author thinks that instigation in this area by the Philippine government is a short term behavior.Keeping peace in this area is the long term interest for both China and the Philippines.
