Explain and Critics about Bureaucracy

Bureau has always been castigated for two reasons,on the one hand,it represents inability,overstaff and inefficiency;on the other hand,it represents the aggressive power.Bureaucracy is necessary for modern political arena,but it has been bringing on many social problems.Therefore,in order to prevent the inefficiency and inability,and to improve the efficiency of the public administrative organization,it is realistically significant to differentiate the conceptions of bureaucrat,bureau and bureaucracy and to find out the cause,evolvement and realistic mode of bureaucrat.
