| 摘 要： | 作为警务行动的决策者和指挥者,指挥员是警务实战指挥活动的主体,是整个指挥系统的核心。指挥员的综合素质直接决定和影响了整个指挥活动的效能。指挥人员的指挥能力由三个方面构成。通过训练,指挥员的指挥能力是可以得到显著提高的。
