| 摘 要： | 重要基础设施是对公共安全和国计民生有重大或关键影响的设施与资产.中美两国重要基础设施的类型主要涉及通讯、能源、交通、国防、金融等设施与资产,中国应将有象征性的建筑物、高层建筑物和应急机构纳入重要基础设施的范围.在安全保护方面,中国可借鉴美国的保护措施,构建自上而下协调统一的保护网络,引入风险管理方法进行脆弱性和威胁的识别和评估.
