中俄电力产业规制机构设置及影响因素比较研究

规制机构改革是自然垄断产业规制改革的重要内容之一。本文以电力产业为例,应用规制机构设置的相关理论以及制度分析方法,对中俄两国价格规制机构在独立性、管辖模式以及权力配置方面的特征加以介绍,并对形成两国规制机构特征的制度因素进行分析。两国宏观政治经济制度以及电力产业自身特点,包括改革前的规制机构的初始权力配置、改革中实施的措施以及在改革后形成的在位企业的产权状况等,都是对规制机构的设置产生影响的重要因素。
