| 摘 要： | 近年来,一些地方面对公安部先后部署的正规化建设和"三基"工程建设,存在着二者关系处理不好的突出问题,背离了部党委加强"两个建设"的初衷。实践中,必须用科学发展的眼光,把握三个关键,解决三个问题,推动"两个建设"全面、协调、持续发展。
