| 摘 要： | 实施文化“走出去”战略，推动齐鲁文化走向世界，是山东发展对外文化贸易、提升文化“软实力”、实现文化事业大发展大繁荣的迫切需要，也是山东丰富文化资源开发保护的客观要求。然而，山东文化“走出去”还面临思想观念落后、管理体制僵化、产业发展薄弱、政策法规滞后等诸多问题。要推动齐鲁文化走向世界，必须制定实施文化“走出去”战略，大力发展对外文化产业，推进文化体制和机制改革，推进文化创新，增强文化发展活力。

| Abstract: | To enforce the stepping-out strategy for Qilu Culture can develop international cultural trade,promote cultural soft power,and reach cultural prosperity.However,there exist a lot of problems in fields of idea and ideology,management system,industrial development,policy and laws.In order to develop the stepping-out of Qilu Culture,it is necessary to make up stepping-out strategy,promote culture industry,reform culture system,and improve culture innovation. |
