| 摘 要： | 设立信访核查终结机制,有利于引导正常合法上访,有利于树立法律权威,有利于推动矛盾化解。针对目前信访核查终结实践中存在的问题,建议从规范听证程序、推行信访终结说明理由制度、由独立第三方组织听证会、建立终结后若干制度等方面优化信访核查终结机制。
