关于推进贵州省“阳光工程”法治化的思考

＂阳光工程＂是贵州省在自身实际情况的基础上探索出的社区戒毒新模式。＂阳光工程＂自实施以来,通过各种途径安置戒毒康复人员,有效地提高了戒毒康复人员管控率,降低了戒毒康复人员复吸率。然而,在＂阳光工程＂的实施中,还存在规划目标不明确、制度不健全等问题。＂阳光工程＂的法治化将为这些问题的解决提供一种有效的思路,进而推进省内社区戒毒工作的进一步发展。

Rule of Law in Implementation of the "Sunshine Project" in Guizhou

The ＂Sunshine Project＂ is a new model of Community Drug Treatment explored by Guizhou Government.Since its implementation,significant progress has been achieved in the fields of employment arrangement,etc.However,it is obvious that problems including lack of long-term target planning and insufficiency of mechanism establishment still exit.Having discussed the basic principles of Rule of Law,this article suggests that the promotion rule of law,providing effective thinking and methodology to cope with the existing problems,will be crucial to the overall improvement of the ＂Sunshine Project＂.
