社会管理创新法治化路径的选择——来自江苏扬州的实践

由于社会结构的变迁、利益格局的调整,各类矛盾日益凸显,社会冲突频现,创新社会管理成为化解利益矛盾、防范社会冲突的必然要求。扬州在积极推进社会管理创新的同时,注重社会管理创新的法的保障功能,走出了一条规范性文件体系化、政府权能规范化,纠纷调解机制综合化、制度化,弱势群体权利保护机制化的社会管理创新法治化路径,对创新中国社会管理具有一定的指导意义。

Choice of the Path to the Rule of Law through Innovation of Social Management --From the practice of Yangzhou of Jiangsu

Because of the transformation of social structure and the adjustment of the pattern of interests, various prominent contradictions and social conflicts are on the rise. Innovation of the social management is called on to solve contradictions of interests and prevent social conflicts. By actively promoting the innovation of social management and stressing on the security function of the related law, Yangzhou finds a path to the rule of law which has certain guiding significance to the innovation of social management summed up as systemization of the normative documents, normalization of the government power, integration and institutionalization of dispute mediation, and mechanism of the right protection of vulnerable groups.
