当前小微企业发展的现状与困境分析——以济南市为例

小微企业是国民经济和社会发展的重要基础，在促进经济增长、增加就业、科技创新、激发民间活力和社会和谐稳定等方面发挥着不可替代的作用。在国际经济疲软和国内经济增速放缓的严峻和复杂的环境下，作为经济最活跃也是最弱势的群体，2011年上半年相当一部分小微企业面临融资责、用工成本高、生产要素价格高企、税负重、利润薄等前所未有的生存困境。以及企业自身资金规模有限和缺乏核心竞争力造成小微企业抵御风险能力差、总体素质和水平不高等严峻考验，严重阻碍其快速成长的进程，使得小微企业生存发展危机重重。面对新的形势，以济南为例，深入了解小微企业发展状况，重点分析制约其快速成长的制约因素及存在的原因，是一项重大的战略任务。

Analysis of Current Situation and Dilemma of Small and Micro Businesses by Taking Ji＇nan City as An Example

Small and micro businesses are an important basis for national economic and social development, plays an irreplaceable role in promoting economic growth, increasing employment, technological innovation, stimulate the vitality of civil and social harmony and stability. In the severe and complex environment of the weak international economy and domestic economic slowdown, as the most active and vulnerable groups, so many small and micro businesses faced hitherto unknown survival plight with financing expensive, high cost of labor, factors of production prices, heavy tax burden, thin profits in the first half of 2011. And because of their own limited capital scale and the lack of core competitiveness small and micro businesses due to severe test including poor ability to resist risks, the un-higher overall quality and level, which seriously hindered its rapid growth and the development of small and micro businesses was faced with the crisis. Facing the new situation, to take Ji＇nan as an example, and have an in-depth understanding, focus on the analysis of constraints of its rapid growth factors and reasons, is a major strategic task.
