| 摘 要： | 为了更好地把握在新形势下青少年状况和青少年工作的发展动态,有必要借鉴人大、政协的经验,在共青团组织内建立提案制度.建立团内提案制度,有利于充分表达和综合青年意见,有利于坚持和完善民主集中制,有利于维护团员权利、完善团内政治参与制度,有利于提高团的领导机关工作效能.

| Abstract: | It is necessary to use the experiences of the People's Congress and the People's Political Consultative Conference and to establish motion system inside Youth League to keep abreast of teenagers' current conditions and teenagers work. The establishment of motion system in Youth League is beneficial to the collection of youth's ideas, to the perfection of democratic centralism, to the defense of the League members' rights and to the improvement of the efficiencies of League's leading organs. |
