| Abstract: | Lawmaking of the Administration Procedure Act is at the sticking point, and the Process peacefulness is needed. Based on the procedure centralism, process peacefulness which do pre-control and mid-control of the administration, is the basic value of the procedure, and has the system foundations of sociology, jurisprudence and economics, including the peacefulness of procedure provision and procedure operation. |
