论新疆重大突发事件应急处置体系建设

当前新疆重大突发事件应急处置机制存在决策机制人治化突出、组织协调角色不清,预警能力不足、资源投放缺乏系统性等重大问题。因此,根据新疆经济、维稳发展形势,结合以往应急处置存在的问题和新疆地域辽阔、多民族的地缘特点,建立适应新疆地区的重大突发事件预警及应急处置机制,完善预警系统、决策指挥系统、力量投放系统、组织协调系统、社会动员系统、善后处置系统及培训演练系统、国内外合作系统,形成具有时代意义的应急处置体系,对推动新疆快速发展——"五年大变化、十年奔小康"的建设是非常必要的。

On Construction of Handling System of Emergency on Major and Sudden Affairs in Xinjiang

Currently the emergency handling mechanism on major and sudden affairs in Xinjiang has problems such as: the decision mechanism is ruled by individuals;the functions and roles of related organizations are not clear;the early-warning ability is in shortage;and the resources throwing is not systematic.Therefore,according to the situation of Xinjiang’s economic development and social stability,combined with the facts of multi-nationalities and broad terrain of Xinjiang,we should set up a mechanism which fits for Xinjiang,perfect the pre-alert system,decision and command system,force disposal system,organization moderating system,society mobilization system,rehabilitate treatment system,training and practice system,and domestic and international cooperation system.Establishing the emergency treatment system is essential to promote the rapid development of Xinjiang.
