理性官僚制:危机、突破与回归

随着时代的发展 ,也由于各个阶段不同的现实需要 ,以及各理论学派观点的差异 ,由威尔逊和韦伯等创立的理性官僚制在近百年中先后经历古典管理理论、行为主义、公共选择理论等不断丰富与发展。特别是 1980年以来 ,新公共管理理论对理性官僚制进行大胆批判并欲求在理论范式上突破这种盛行于公共组织百年的官僚体制。然而 ,客观地分析历史与现实使我们发现 ,对理性官僚制的创新与挑战 ,动摇不了这一古典制度范式在公共行政实践中的重要地位 ,所谓突破其实在某些方面体现了官僚范式的回归。

Bureaucracy: Crisis, Breakthrough and Restoration

With the development of era and all kind of realistic demands,also because of respective idea in deferent theory,the Bureaucracy theory constructed by Wilson and Max Weber had been criticized and created for nearly one hundred years from classical Management theory and behavioural science to public choice theory.Especially from 1980s,new public management theory gave Bureaucracy theory many criticism so as to break through it,which was applied to public organization over one hundred years.However,after objectively analysing history and reality,we found the criticism and creation to bureaucracy theory cant shake the classical paradigm in public administration.
