| 摘 要： | 构建社会主义和谐社会是符合人类共同愿望、具有很高认同度和极强感召力的重大理论创新成果。和谐社会始终是以“人”作为判定依据、核心要素和关注焦点的“以人为本”的社会。和谐社会的基本法治理念应当是“权利本位”。
