To build a harmonious society is a historic task for China.As safeguards of the society,the Criminal Law exercises its function through penalty.The penalty system is determined by the outlook on penalty.Thus the improvement of the Criminal Law needs to be based on a scientific outlook on penalty which suits the development of the times so that criminal law can serve better for the historic task of building a harmonious society.
