| 摘 要： | 法律制定、法律实施、法律监督 ,是依法治国的重要内容 ,它们的完成离不开全社会道德水平的提高。因此 ,以德治国思想的提出 ,顺应了依法治国的内在要求 ,以德治国方略的实现必将促进依法治国目标的实现。

| Abstract: | Legislation,legal enforcement and supervision,which dominate the strategy of administering the country by laws,could not be guaranteed without the enhancement of social ethics.The philosophy of administering the country by ethics is therefore in line with the essential requirement of administering the country by laws and its implementation is sure to speed up the fulfillment of the objective. |
