| 摘 要： | 非均衡的中国社会经济结构必然导致城乡二元化的社会保障制度,进而造成社会保障资源在城乡之间的配置失衡。“十二·五”规划的《建议》在收入分配关系上强调：“初次分配和再分配都要处理好效率与公平的关系,再分配更加注重公平”。本文从经济学的角度对二元化的中国城乡社会保障制度进行分析和审视,得出其存在的非效率性,从而为进一步完善中国社会保障制度提供理论基础。
