| Abstract: | Assuming the reins of government is administering the state power. The governance of the modern country is realized in the form of political party. The administrative ruler of a democratic state must hold the reins of government by law, and only when the Communist Party of China controls the political power by law could it hold the state in good order and be in power for a long time. |
