| 摘 要： | 人事“双轨制”下的政府公务员聘任制作为现行公务员制度的补充机制，在满足政府职能动态发展，建立“灵活、高效”政府等方面成绩卓越。然而，伴随行政实践的日渐成熟，其内在的制度缺陷也暴露出来，改革势在必行。

| Abstract: | As the supplement mechanism of the current civil - servant - system, the civil servants＇ appointment mechanism with the ＂double track＂ personnel system, is remarkable in developing the government＇ s functions dynamically and establishing a flexible and efficient government. However, as the administration tending to be perfect, its internal defect in system has become increasingly obvious. Therefore, it is necessary to carry out reformation. |
