| 摘 要： | 在各级地方政府管理中，简单行政，随意行政，愚民行政等非科学化的管理行为并不少见，究其原因，是由于观念的误判，政府的自利性因素作崇，“重权经责”的中国传统行政文化的影响以及政府中心化现象和党政不分带来的消极影响。

There are three reasons for it. 1.Wrong ideas and selfish factors of government.2. Influenced by Chinese traditional administrative culture of "considering power important and responsibility unimportant". 3.Self-centred of government and mixture of Party and government administration. |
