权力博弈视阈下城市公共工程评价制度分析

由于城市公共工程评价主体间的利益冲突与权力地位差异,导致其评价过程本质成为各评价主体间权力博弈的过程,而城市公共工程评价制度的健全性成为影响该权力博弈均衡的关键因素。本文尝试通过对城市公共工程评价制度内涵以及不同制度环境下评价主体间权力博弈均衡的分析,指出影响城市公共工程评价有效性的关键因素在于其评价制度是否健全,并在明确城市公共工程制度评价指标体系的基础上,运用层次分析法重构城市公共工程的数学评价模型,即通过修正传统城市公共工程评价模型提高城市公共工程评价结论的科学有效性。

Analysis on Institutions of Urban Public Works Evaluation in the Perspective of Power Game

Urban public works evaluation results apt to be deviated because of interest conflicts and unequal power position among each evaluation subject during urban public works evaluation.This paper analyses the process and results of the power game among each evaluation subject,claims that the key determinant of urban public works evaluation is to build up a comprehensive index system,and finally establishes a mathematic evaluation model to improve evaluation data under traditional economic and social evaluation model.Only in this way can accuracy and justice of urban public works evaluation be improved.
