流程重组思想与派出所工作改革

我国正处于经济转轨、社会转型的历史时期,社会治安形势趋于严峻,公安基础工作薄弱的问题日益凸现。入世之后对公安工作提出了更高的要求,公安派出所改革势在必行。流程重组(BusinessProcessReengineering,BPR)又称流程再造,是90年代初由美国麻省理工大学(MIT)汉默教授(Hammer)首先提出的一种新型管理思想。本文借助流程重组这一先进理念,从分析当前派出所工作的薄弱环节入手,通过对比分析,力求将流程重组的原则和思想融入派出所工作改革当中,探索新形势下加强派出所基础工作的思路。

Business Process Reengineering Concept and Reform on Plice Stations' work

Our country is in the historical periold of economic and social transform ations .The situation of social public order is becoming in creasinly severe .The vulnerable sp ots of public security elementary work are prominent day by day .After o ur country' s entering WTO,the public security work is facing a new repuirment.The reform on police sta tion is urgent .The concept of Business Process Reengineering(BPR)was first put forward by Prof.Hanmer of MTT in the 90' s.This article analyses the vulnera ble spots of present police stations' work,introduces the advanced concept of BPR,by comparing and analysing,tries to melt the BPR principles and notion s into the police stations' reforms,and explores a new way to strengthen the elementary work of police stations.
