“边缘地带”国家的海陆分裂性格与对外战略选择——以朝鲜半岛国家为分析主体

近些年来,在东北亚地区,朝鲜半岛始终是引起人们普遍关注的地带。它之所以令人瞩目,主要在于两个方面:一是朝鲜半岛作为"边缘地带"的独特的地缘政治位置和环境,二是朝鲜半岛国家的对外战略选择,常引起半岛乃至地区的震动性效应。实际上,从历史到现实,朝鲜半岛国家因为处于"边缘地带"使其在对外战略选择方面始终存在着海陆分裂的性格,或依靠陆上强国而生存,或依靠海洋大国而存在,特别是在海陆冲突的环境中,这种状况尤其明显。冷战后,朝鲜半岛国家对外战略选择的自主性增强,但仍然没有改变其海陆分裂的性格,仍然要在海陆大国关系的调整中寻求生存之道。

Ocean-Continent Split Character and Strategic Foreign Policy Options of Rimland Nations:A Study Focused on Nations of Korean Peninsula

In recent years,Korean Peninsula has always been a focus area in Northeast Asia. Mainly two reasons may account for this. On the one hand,Korean Peninsula as rimland occupies a unique geopolitical position ; On the other,strategic foreign policy options of nations of Korean Peninsula often shake the peninsula or even the whole region. In fact,being in rimland,the nations of Korean Peninsula always keep the ocean -continent split character in regard to its strategic foreign policy options. They may choose to rely on either continental powers or ocean powers. Such ambiguity is especially obvious when they are trapped in the conflict between continental powers and ocean powers. Though they have enhanced the autonomy of strategic foreign policy options after the Cold War,the character mentioned above does not vanish and they are still seeking a way to survive in the relation adjustment of the continental powers and ocean powers.
