转型期地方政府信用缺失的政治经济学分析

政府信用缺失问题反映了一个社会在政府产生、政府职能与权限设置、政府运作方式以及政府行为激励与约束机制上所存在的问题。除了宏观制度环境外,转型期地方政府信用的缺失与制度短缺条件下的政府自利属性、激励结构缺陷、信用责任与信用能力不对称三个问题密切相关。建设现代宪政条件下的信用政府需要在政治层面和公共管理层面进行一系列的制度创新。

On Lack of Credit of Local Governments in the Period of Transformation

Lack of credit of the government reflects the problems resulted from the emergence of the government, government's power and function, operating methods, stimulating and restricting of government act. Besides the macro system background, lack of credit of local governments in the period of transformation is largely due to governments' nature of self-interest , lack of a stimulating structure, unsymmetrical credit responsibility and ability. It requires a series of restructuring in political and public administrative levels to build a government with credit under modern constitutionalism.
