中国古代治安历史特点研究

对5000年的中国古代治安历史发展特点进行分析．影响中国古代治安的因素有三个层面：首先，在法理层面（国家的治安思想、治安法理、治安方略的理论基础），儒法学说确立了治安理论体系，为历代执政者在治安思想上确定了最终的方向；其次，在体制层面（指建立在一定的社会安全机制和国家行政体制基础上的治安体制）．众多民间自治组织成为了历代王朝维持社会治安运行过程中的重要力量；最后，在操作层面（指历代政权治安业务的实际展开，以及所采取的治安措施），用三大治安制度构筑了社会的安全防线。

Study on the Historical Characteristics of Public Security in Ancient China

Based on the analyze of the development of the historical characteristics of public security in ancient China, this paper focuses on the three levels of factors which play a role in ancient Chinese public security. Firstly, Confucian doctrine established the public security system on a legal level, which also determined the ideological direction of public peace for those in power. Secondly, many non-governmental organizations make a difference to the maintenance of public order of past dynasties on a institutional level. Thirdly, the social security is constructed by three public security systems on an operational level.
