地方政府逐利化趋向及其消解

公共政策是公意的达成与约定。政府作为公共法权主体，在公共政策制定及其实施过程中起着决定性的作用。然而，在改革开放利益格局深刻变革的情形下，政府腐败现象频发。政府非纯粹代表公共利益，而是存在严重的逐利化趋向，通过“政策制定权”这一新的腐败方式追逐自身利益。
