论“首要标准”背景下社区矫正工作者的能力建设

社区矫正质量的高低,关键看社区矫正工作者队伍综合能力的高低。由于当前诸多主客观条件的限制,使社区工作者队伍整体能力偏低,影响了罪犯矫治质量,不能适应"首要标准"的要求。落实"首要标准",全面提高矫正质量,必须积极采取各种措施,加强社区矫正工作者的常规管理能力、公正执法能力、教育矫正能力、创新能力建设。

On the Construction of the Ability of Community Correction Workers under the Background of Chief Criterion

The ability of community correction workers decides the quality of community correction work.Owing to various limitations,the ability of community correction workers is low,which affects the quality of correction of criminals.Effective measures must be taken to improve the management ability,law-enforcement ability and innovation ability of community correction workers to implement the chief criterion,thus to improve the quality of community correction.
