| Abstract: | The segregation and differentiation between country and urban inhabitants society have been a serious barrier to the modernization of ruling by law in China.Ruling by law in modern times can be comprehended as a rational expansion towards the exterior of a country's authority.Therefore,we advocate that a country holds the leading position,and regard ruling by law as a rational construction behavior of a country. |
