略论群体性事件的预防处置与构建和谐社会

积极预防与妥善处置群体性事件,全力维护社会稳定,不仅是构建和谐社会的重要内容,而且是实现社会和谐的基本保障。公安机关在预防与处置群体性事件工作中的职能作用,一是深入调查,加强研究,提高认识,把握规律,为党委和政府的决策提供依据;二是在党委、政府的统一领导下,与有关部门密切配合,做好预防与处置群体性事件的各项工作。

Preventing and Handling Group Conflicts and Constructing a Harmonious Society

To actively prevent and properly handle group conflicts are not only important contents of constructing a harmonious society but also the safeguard of achieving harmony in the society.Public Security organs have two functions in preventing and handling group conflicts.First,they should conduct in-depth research and studies of group conflicts,find the laws and provide a sound basis for the decisions of the Party committee and the government.Second,public security organs should cooperate with other departments to prevent and handle group conflicts.
