高科技互联网公司对美国国内政治和对外经济政策的影响

近年来随着美国信息经济的高速发展,迅速崛起的高科技互联网公司聚集了大量的市场和技术资源,其经济和政治影响力在美国国内政策以及对外经济政策制定过程中发挥着越来越重要的作用。基于对高科技互联网公司的政策偏好以及行动策略的研究,可以从以下三个方面入手,争取将新近崛起于美国政策制定过程中的博弈方发展成为中美关系中的理性参与者和维护者。首先是对高科技公司关注的环境保护和知识产权等议题进行积极回应。中国在发展过程中已经在上述领域取得了长足的进步,而环境的改善与加强知识产权保护也符合中国长远的发展利益。其次是加强中美两国从政府、行业以及公司层面的高科技行业的交流与合作。最后是突出强调高科技公司多元文化价值观中的世界多样性原则,争取其对中美两国"和而不同"的新型关系的理解和支持。中国的发展道路对世界并不构成威胁,而是对世界多样性的贡献,中美两国完全可以在尊重彼此价值观的基础上互利合作,避免陷入修昔底德陷阱。

Impact from High-tech Internet Companies on American Domestic Politics and Foreign Economic Policies

With the rapid development of the American information economy in recent years, the rapidly rising high-tech Internet companies have gathered a large amount of market and technical resources, and their economic and political influence has been playing an increasingly important role in the formulation of U. S. domestic politics and foreign economic policies. Based on the research on the policy preferences and action strategies of high-tech Internet companies, the author believes that we should start from the following three aspects, and strive to develop the gamers who have recently emerged in the U. S. policy formulation process into rational participants and safeguard in Sino-US relations. First, we need to actively respond to environmental protection and intellectual property issues that high-tech companies are concerned about. In the course of its development, China has made considerable progress in the above-mentioned areas. The improvement of the environment and the strengthening of IPR protection are also in China’s long-term development interests. Second, we need to strengthen the exchanges and cooperation between China and the U. S. in high-tech industries at the government, industry and company levels. Finally, we need to highlight the diversity of the world culture in the multicultural values of high-tech companies, and seek to understand and support the new type of "harmonious but different" relationship between China and the United States. China’s development path does not pose a threat to the world, but a contribution to its diversity. China and the United States can cooperate with each other on the basis of mutual respect of different values, so as to avoid falling into the Thucydides trap.
