互联网时代行政审批的流程再造--以广东省佛山市禅城区“一门式”政务服务改革为例

行政审批制度改革是转变政府职能的突破口,是建设服务型政府的着力点,同时也是治理行政审批领域腐败问题的有效举措。在互联网时代,运用信息通信技术手段加强行政审批的流程再造,对于推进国家治理体系和治理能力现代化有着十分重要的意义。广东省佛山市禅城区“一门式”政务服务改革以社会需求为导向,大力推动行政审批的流程再造,取得了良好效果,并积累了较为成功的经验。作为一个地级市的区级行政单位,在不进行大规模机构改革的条件下,运用互联网技术推进行政审批的流程再造,较好解决了行政审批环节办事效率低下和社会交易成本过高等问题,对于互联网时代地方政府行政审批制度改革具有借鉴意义。

Process Reengineering of Administrative Approval System in the Internet Age--Case Study on the“One-door”Government Service Reform in Chancheng District of Foshan City,Guangdong Province

The reform of administrative approval system is a breakthrough in transforming government functions,and is the focus of building service-oriented government.It is also an effective measure to control corruption in the field of administrative approval.In the Internet age,the use of information and communications technology to strengthen the process reengineering of administrative approval is of great significance for promoting the modernization of the national governance system and governance capacity.The"one-door"government service reform in Chancheng District,Foshan City,Guangdong Province,guided by social needs,vigorously promoted the process re-engineering of administrative approval,achieved good results,and accumulated more successful experiences.As a district-level administrative unit of a prefecture-level city,without large-scale institutional reform,Chancheng District promoted the process re-engineering of administrative approval by using the Internet technology,and has better solved the problems of low efficiency in administrative approval process and high social transaction costs.It is of reference for the reform of the administrative approval system for local governments in the Internet age.
