试论公务员个体与群体角色伦理健全的途径

公务员掌握着公共权力，肩负着增进公共利益的责任和义务，需要有健全的角色伦理机制，才能够使我国真正做到和谐发展和全面繁荣。公务员角色伦理建设的必要性，表现在公务员个体自律与他律、理想自由与责任意识、重建诚信行为、私人领域的独立化等方面。只有通过道德化的社会秩序、政府能力的道德整合和组织环境的建设来进行公务员个体与群体角色伦理建设，才能建立起一个较为完善可行的机制，提高公务员的伦理道德水平。
