"东亚共同体":地区与国家的观点

探讨“东亚共同体”这一概念的缘起,比较地区和不同国家对于东亚共同体的不同理解与不同方案,集中分析影响东亚共同体未来发展的种种制约因素。当前有关“东亚共同体”的设想主要存在两个模式,一个是EAVG/EASG模式,另一个是日本版的“东盟 1”模式。两个模式具有共同的特点:均未对“东亚共同体”的概念加以深究,都注重务实的行动方案;都希望通过发展东亚地区合作机制,加强经济互利合作,逐步启动政治与安全对话,打破所谓的“安全困境”。但是,EAVG/EASG模式更多强调10 3范围内的共同行动,而日本版“东亚共同体”则强调建立共同体过程中日本—东盟关系的优先性,以及未来逐步包括澳、新、印等国的宏大计划。东亚地区合作还必须解决美国因素等重大难题。

East Asia Community: Regional and National Perspectives

The origin of the concept of "East Asia Community" (EAC) and relevant action proposals are discussed in this paper from both regional and national perspectives.The author argues that there are two models of EAC,one is EAVG/EASG model,and the other is the Japan version of ASEAN 1 model.These two models share some common ground:both treat the EAC concept in ambiguous and flexible way,with a focus on pragmatic action plans;both believe a regional cooperative mech-anism would push forward economic cooperation and political talk to deal with potential risks,and get rid of the so-called "se-curity dilemma".But the EAVG/EASG model put more emphasis on the collective action within the 10 3 framework,while the Japan version of EAC stresses the priority of establishing the core Japan-ASEAN relations in EAC and of gradually incorporat-ing Australia,New Zealand and India.Furthermore,the article discusses the constraints to EAC in the future,in terms of re-structuring China-Japan relations,the role of the US,value system and the ultimate destiny.
