| 摘 要： | 乡镇政府存废的抉择置于历史的背景下考察具有可靠性和可预测性。乡镇企业产权改革将推动乡镇政府的职能转型，同时加剧后乡镇企业时代乡镇政府财政困难。由于乡镇企业逐步成为相对独立的市场主体，加之乡镇政府的职能调整并未完成，所以从财政资源配给的角度看，乡镇政府成为县级政府的派出机构具有理论的可行性。这一乡镇政府转型的选择符合其历史发展的趋势。
