摘    要:从上世纪九十年代开始在国有企业改革中尝试实行的职工持股制度,还存在不少问题和偏差,影响到这项制度的实际效果和健康发展。贯彻党的十八届三中全会精神,重构中国式企业员工持股制度需要纠正以往偏差。在重构员工持股制度探索中,工会从自己的视角提出的对策和主张是:一是在现代产权制度变革中探索建立和发展人力产权,努力打通人力资本转化为企业资本的科学通道;二是重构员工持股应与鼓励职工提升技能、"健全技术创新激励机制"统筹设计;三是重构员工持股制度要与完善劳动者参与公司制度有机结合起来;四是重构职工持股制度应形成党委领导、行政(政府)支持、工会参与、员工响应的工作格局。

Abstract:there are still many problems and deviations in employee stock ownership plans (ESOP) system, which was implemented from the 90s of the last century in state-owned enterprise reform, and the problems and deviations affect the actual effect and the healthy development of the sys-tem. Carrying out the spirit of the third plenary session of the eighteenth central committee and reconstructing the ESOP system with Chinese style need to rectify deviation. In the exploration of the reconstruction of ESOP, the union from their own perspective put forward the countermeasures and propositions:firstly, in the modern system of property rights reform explore the establishment and development of human force property, and try to get the human capital into enterprise capital;secondly, the reconstruction of ESOP should be designed with encouraging employees to upgrade skills and perfecting technology innovation incentive mechanism from overall planning;thirdly, the reconstruction of ESOP should be organically in-tegrated with improving workers to participate in the company system;fourthly, to reconstruct the ESOP should form the pattern that the Party lead, the administrative (government) support, the unions participate and the staff respond.
