| 摘 要： | 科学、合理地确定行政立法计划程序,对于保障行政立法计划的有效制定,进而保障行政立法的有序进行,都起着至关重要的源头性保障作用。本文在对我国行政立法存在的问题进行深入分析的基础上,提出了制定行政立法计划应遵循的程序。

| Abstract: | Scientifically and reasonably determining the procedures of administrative legislation plan is very important to play the primary support role,the role is to guarantee the effective enactment of the administrative legislation plan,then to ensure orderly sequences of the administrative legislation.On the basis of giving a profound analysis of existing problems in our administrative legislation,this article comes up with the procedures that enacting administrative legislation plan should follow. |
