We need legal support to revitalize the old industrial base of the Northeast, in which constitutionality is the guarantee and legislation should go ahead of the rest. The local legislation of revitalizing the Northeast old industrial base has its special status and function. This article emphasizes the four respects of the investment of legal system, the development of talent resources, the adjustment of industrial structure, sustainable development and environmental protection, on which we accelerate local legislation and create the good environment governed by law for revitalizing the old industrial base of the Northeast.
