行政执法中存在的问题 :执法权来源不明 ,执法机关混乱 ;行政执法不依程序进行 ;执法干扰严重 ;执法趋利明显 ;执法权力与责任脱节 ;执法人员素质堪忧。原因 :执法环境较差 ;政策不够合理 ;立法存在缺陷 ;监督不力 ;利益格局不稳定。解决途径 :立法是根本 ;强化监督制度 ;改革执法体系 ;严格执法责任和评议考核制 ;大力推进改革 ,合理划分中央地方以及各层级之间的利益格局 ;提高执法人员的政治业务素质和职业道德水平。
