| Abstract: | There has been an increasingly high rate of crimes committed by mig rant workers of the floating population in Beijing in recent years. Whether we c an prevent and control such crimes successfully is of great importance to the se curity of Beijing 2008 Olympic Games. With the revision of the Constitution of t he People's Republic of China and the promulgation of Measures for Assisting a nd Managing Urban Vagrants and Beggars with No Means of livelihood, we are faced w ith new challenges of the management of the floating population and the preventi on and control of such crimes. |
