| 摘 要： | 印度流域管理法律政策凸显了以流域为单元建立流域管理机构、流域管理对象为水生态系统整体、多种措施并用保护流域生态系统等特色。我国流域管理立法应在重视水的生态价值,确立对包括水在内的生态系统整体予以保护的理念、提升并明确流域管理机构的职能和管理范围等方面作出有益的尝试。

| Abstract: | The legal policy of watershed management in India highlights the establishment of river basin management institutions watershed as a unit,watershed management objects for the aquatic ecosystem as a whole,a variety of measures and protect the watershed ecosystem,and other characteristics.In watershed management legislation in china,we should make active attempts in the ecological value of the water,and establish the concept of the ecosystem including water as a whole,enhance and clarify the functions and scope of management of river basin management institutions. |
