| 摘 要： | 本文对征地补偿协商的历史演进过程进行分析，揭示了征地补偿从最早的双向协商，逐渐过渡到政府单方定价。最后又回归到双向协商的历史过程。通过分析征地补偿协商的特点和在实践中产生的正负效应，提出趋利避害的政策建议．包括进一步规范并细化征地程序；建立公平、公正、可行的征地纠纷裁决制度；完善诉讼等救济途径。

| Abstract: | The article analyzes the historic evolution process of land expropriation compensation negotiation,finds out the evolution from negotiation to unilateral pricing and then back to negotiation.Based on the analysis of characters,positive effects and negative effects of land expropriation compensation negotiation,the article puts forward some significant proposals of land expropriation system reform,includes: standardizing the land expropriation procedures;establishing the fair and public land expropriation dispute settlement mechanisms;improving the judicial remedy. |
