| 摘 要： | 确立行政法中的信赖保护原则,打造诚信政府,不仅使得行政相对人能够获得更稳定的法律预期,能获得更好的平等保护,而且也有利于行政效率的改善,以及服务型政府的塑造.行政许可法是政治文明的一种反映,也是我国加入WTO之后政府"透明、公开、公正、非歧视原则"的一种体现.它在我国行政立法上首次确立了信赖保护原则.
