| 摘 要： | 随着移动电话、掌上电脑等移动设备的普及率增加,3G在中国的推广,移动政务已经成为未来电子政务的发展趋势。本文基于相关利益人分析,认为政府、运营商和公众存在博弈,具有一定直接和间接的相互作用和利益,实现公共价值最大化,获得产业利益。从宏观和微观的角度分析了移动政务发展中的阻力,提出以点带面,以中心带动周边,建设无线信号发射设施;通过各种媒体加大移动政务宣传力度;增开服务;完善身份验证和相关法律法规;加强信息技术教育和培训;增加人性化服务,控制成本等建议。
