| 摘 要： | 法治政府是以人为本的政府,是政府与人民合作下的"依良法而善治"的政府。法治分为实体法治和程序法治,相对来说,程序法治特别是行政程序法治对于建设法治政府具有更为重要的意义。而要实现行政程序法治,首先必须要有行政程序法,这就要求我国必须在行政程序法典化方面作出努力,同时,要强化公民的程序意识,以求突破当前我国法治政府建设的瓶颈,加快法治政府建设进程。
